The recently published Review of youth justice in Jersey - Options for change can be downloaded from www.probation.je in the reports section. It was written by dr Jonathan Evans (Glamorgan University), Brian Heath (Chief Probation Officer, Jersey Probation and After Care Service), professor Peter Raynor (Swansea University) and Eddie Isles (Manager of Swansea Youth Offending Service). An important principle underlying many of the recommendations of the review is that children who persistently offend are also children at risk and in need. Their welfare needs should be met by the appropriate welfare agencies rather than leaving the criminal justice system to fill the gap.
